Highway 10 Access <br />Planning Study <br />COUNTY <br />Public Open House <br />MnDOT and Anoka County invite you to attend a public open house for the <br />Highway 10 Access Planning Study within the Cities of Ramsey and Anoka. <br />Thursday, September 12, 2013 16 to 8 PM <br />Alexander Ramsey Room at the <br />Ramsey City Hall (7550 Sunwood Dr, Ramsey) <br />The meeting will be an open house format. Please plan to stop by any time <br />between 6 PM and 8 PM. There will not be a formal presentation. <br />146th Ave NW <br />EF m9e1'pFwY N <br />Ink <br />.�'., . <br />The Draw <br />wnm e <br />Administ <br />Rn <br />Sunwood Oe NI'i <br />Background <br />Highway 10 within the Cities of Ramsey and Anoka has been studied numerous times over the past de- <br />cade, each time furthering the planning for conversation to a full freeway. Based upon traffic volumes <br />and safety concerns, a freeway is the proper vision for this corridor. The corridor is commonly congested <br />and has much higher than average crash and severity rates than comparable corridors. In addition, the <br />corridor has five signalized intersections and numerous other access points (14.5 per mile) contributing <br />to the degradation of the facility. Over the past 10 years, 13 people have died on the 7-mile corridor. Four <br />of these fatalities were pedestrians, including three in the past 18 months. <br />Considering current overall state and federal funding levels, it will be difficult to achieve the vision of a <br />freeway facility on this portion of Highway 10 in the next 20 years. To reduce crashes and improve mobil- <br />ity issues, it is reasonable and responsible to implement lower -cost, interim measures that incrementally <br />improve safety and operations for all users of the Highway 10 corridor. <br />Please see the Issues Map on the back side of this newsletter illustratina the Hiahwav 10 study area and <br />information on existing traffic and safety conditions. <br />Study Overview <br />MnDOT and Anoka County, in coordination with the Cities of Ramsey and Anoka, initiated the Highway 10 <br />Access Planning Study in April 2013. The intent of this study is to identify high -benefit improvements that <br />arefiscally responsible so that improvements can befunded, programmed, and implemented incrementally. <br />The goals for this study include: <br />• Identify high -benefit, lower -cost improvements along Hwy 10 to: <br />o Improve safety for motorists and pedestrians <br />o Address mobility and congestion issues to preserve the regional function of the road <br />• Recommend improvements at a scale that can be funded and maintained <br />• Prioritize investment recommendations for incremental implementation beginning in the short-term <br />The purpose of the September 12th public open house is to provide an opportunity for you to learn more <br />about the overall study and to solicit your input on existing issues and need in the corridor.
