Park and Recreation Commission <br />Meeting Date: 09/12/2013 <br />By: Mark Riverblood, Engineering/Public <br />Works <br />Information <br />Title: <br />Recommend Approval for Elmcrest Park's Community Building <br />5. 1. <br />Background: <br />For the last 5 months, City Council, the Commission, Anoka Ramsey Athletic Association, Northern Lights <br />Traveling Soccer, Staff and the community have been planning in earnest for the park building at Elmcrest Park. <br />Careful and thoughtful analysis to date has yielded a design that is predicted to serve the community and <br />association effectively, with good utility as well as appropriate aesthetics for many decades. <br />Notification: <br />Observations/Alternatives: <br />The purpose of this case is to recommend to City Council a not -to -exceed amount from the Park Trust Fund to <br />authorize construction of the park building. <br />Attached please find: <br />• Elevation Rendering <br />• August cost estimate and update from Studio 55 Architects <br />• Preliminary Plan Sheets (five) <br />Additional information will be available for the meeting. <br />If this project is approved at City Council's September 24th meeting, the intention would be to have the footings <br />and concrete done yet this fall, such that walls and roofing could immediately follow - with construction continuing <br />throughout the winter. Ideally, the building would be functionally complete for the 2014 spring athletic season. <br />Funding Source: <br />The funding would be from the Park Trust Fund which had a 2013 beginning -year balance of approximately 2.6 <br />million dollars. The project costs at this time appears to be: <br />• Construction cost + construction manager + architectural fees @ $636,650 <br />• Septic @ $20,000 <br />• Watermain, repaving and curb and gutter @ $20,000(???) <br />• Engineering and surveying (if not performed in-house) @ $8,000 <br />Staff Recommendation: <br />Staff recommends proceeding with the building construction by recommending Commission and City Council <br />approvals at a not -to -exceed cost of $685,000. <br />Action: <br />
