Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #13-09-136 RESOLUTION 13-08-136 APPROVING THE JOINT POWERS AGREEMENT AND ACCEPTING BIDS FOR THE MISSISSIPPI RIVER TRAIL WHEREAS, the City of Ramsey has passed a resolution supporting regional trail status for the planned for, and existing trails along the Mississippi River within Anoka and Ramsey; and WHEREAS, the Metropolitan Council did grant the regional trail status for this trail in 2006; and WHEREAS, the Mississippi River Trail will link together the cities of Anoka and Ramsey, Bunker Lake and Rum River Regional Trails, as well as being a key link in the National trail system and generate local and regional tourism revenue for Ramsey businesses; and WHEREAS, this trail may also be extended to connect the Historic Oliver Kelley Farm, Ramsey's COR, and the Ramsey Northstar Transit Station; and WHEREAS, the Metropolitan Council did award Federal grant funds as part of Transportation Enhancements for funding year 2013 in the amount of $440,300 for this regional trail; and WHEREAS, Minnesota Statute § 471.59 authorizes political subdivisions of the State to enter into joint powers agreements; and the cities of Anoka and Ramsey and Anoka County recognize that a JPA is required to construct the trail, assign the costs, and provide a mechanism to assure that the cities are provided certain reimbursements; and WHEREAS, invitations to bid on the trail project were properly issued, and bids were received that align with the plans, specifications, and expectations for the construction of the trail, with Sunram Construction the low bidder at $1,219,072.50; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: The City of Ramsey hereby approves the 2013 JPA, accepts the bid of $468,773.10 for those trail construction costs within Ramsey City Limits; and authorizes a not -to -exceed amount of $645,000 for construction, engineering and administration from Ramsey' s Park Trust Fund for the Mississippi River Trail, with future reimbursements pursuant to the JPA being paid back to the Trust Fund at the time they are received. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: RESOLUTION #13-09-136 Page 1 of 2
