Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #13-09-136 <br />RESOLUTION 13-08-136 APPROVING THE JOINT POWERS AGREEMENT AND <br />ACCEPTING BIDS FOR THE MISSISSIPPI RIVER TRAIL <br />WHEREAS, the City of Ramsey has passed a resolution supporting regional trail status <br />for the planned for, and existing trails along the Mississippi River within Anoka and Ramsey; <br />and <br />WHEREAS, the Metropolitan Council did grant the regional trail status for this trail in <br />2006; and <br />WHEREAS, the Mississippi River Trail will link together the cities of Anoka and <br />Ramsey, Bunker Lake and Rum River Regional Trails, as well as being a key link in the National <br />trail system and generate local and regional tourism revenue for Ramsey businesses; and <br />WHEREAS, this trail may also be extended to connect the Historic Oliver Kelley Farm, <br />Ramsey's COR, and the Ramsey Northstar Transit Station; and <br />WHEREAS, the Metropolitan Council did award Federal grant funds as part of <br />Transportation Enhancements for funding year 2013 in the amount of $440,300 for this regional <br />trail; and <br />WHEREAS, Minnesota Statute § 471.59 authorizes political subdivisions of the State to <br />enter into joint powers agreements; and the cities of Anoka and Ramsey and Anoka County <br />recognize that a JPA is required to construct the trail, assign the costs, and provide a mechanism <br />to assure that the cities are provided certain reimbursements; and <br />WHEREAS, invitations to bid on the trail project were properly issued, and bids were received <br />that align with the plans, specifications, and expectations for the construction of the trail, with <br />Sunram Construction the low bidder at $1,219,072.50; and <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />The City of Ramsey hereby approves the 2013 JPA, accepts the bid of $468,773.10 for those trail <br />construction costs within Ramsey City Limits; and authorizes a not -to -exceed amount of <br />$645,000 for construction, engineering and administration from Ramsey' s Park Trust Fund for <br />the Mississippi River Trail, with future reimbursements pursuant to the JPA being paid back to <br />the Trust Fund at the time they are received. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />RESOLUTION #13-09-136 <br />Page 1 of 2 <br />
