CC Regular Session <br />Meeting Date: 09/24/2013 <br />By: Jo Thieling, Administrative Services <br />4. 9. <br />Information <br />Title <br />Adopt Resolution #13-09-163 Accepting Trail Grant Award of $100,000 for the Trail Along Anoka County Road <br />#83 (Central Park to Alpine Drive Trail); and Authorizing Staff to Complete the Plans and Specs and Advertise for <br />Bids. <br />Background: <br />In July of 2012, the city was informed of a successful trail grant application to the MnDNR for the Central Park to <br />Alpine Drive trail. This $100,000 award will assist in the construction of a 1.2 mile trail that fills an important 'gap' <br />in an area with an otherwise well connected trail system. <br />Resolution #13-09-16 is a requirement of the grant acceptance, warranting that both the monies have been <br />appropriated for the project, and that the 50% match requirement is met. On this last point, the anticipated <br />construction cost is between $250-$290,000 thousand dollars which exceeds the minimum match amount. <br />Additionally, is important to point out, that the Class-V aggregate base for the trail (loaded and hauled by the <br />contractor) is required to be used for the project from that material acquired as part of the Bury and Carlson early <br />lease termination agreement. This will save the city up to $10,000 on the first project for which this material is <br />specified. <br />Observations: <br />This project will be advertised for bid following Council approval, with bids due on or about October 31st - with <br />Council award anticipated for November 12th, 2013. <br />Tree removals may occur yet this fall into winter, with grubbing, grading, culvert and trail work occurring in the <br />spring, with project completion before June 30th, 2014. Upon completion of the project, the city may submit for <br />reimbursement of the $100,000 dollars. <br />Attached as additional background, is the May 2012 DNR grant proposal (note that the trail will be constructed on <br />the west side of Armstrong Boulevard, and not as shown illustratively within the application). <br />Recommendation: <br />Staff recommends adopting the resolution, finalizing the plans and specs and advertising for bids. <br />Funding Source: <br />Funding for that part of this trail construction project that is not to be reimbursed, is from Trail Fees collected from <br />developers, which is accounted for within the Park Trust Fund (with a beginning year balance in excess of $2 <br />million dollars). <br />Action: <br />Motion to adopt Resolution #13-09-16 Accepting Trail Grant Award for the Trail Along Anoka County Road #83 <br />(Central Park to Alpine Drive Trail); and Authorizing Staff to Complete the Plans and Specs and Advertise for Bids. <br />
