HRA BUSINESS <br />5.01: Consider Counter Proposal for Sale of Outlot A, RTC 8th Addition (This discussion <br />may be closed to the public) <br />Executive Director Ulrich stated PSD, LLC, a developer, is proposing to construct 24 units (12 <br />twin home developments) on Outlot A, Ramsey Town Center 8 Addition, and had offered to <br />pay about $1 per square foot for the property. City Administrator Ulrich stated staff researched <br />market values and recommends moving to closed session to discuss whether to make a counter <br />offer. <br />Executive Director Ulrich stated under Minnesota Statutes, the meeting can move into closed <br />session to consider purchase offers and counter purchase offer negotiations. He indicated closed <br />session discussion will relate to property sale of Outlot A, RTC 8 Addition for future <br />development. The closed session will be tape recorded and that tape will be maintained for a <br />period of eight years. <br />Motion by Councilmember Kuzma, seconded by Councilmember Riley, to move to closed <br />session to discuss counter offer negotiations. <br />Motion carried. Voting Yes: Chairperson Backous, Commissioners Kuzma, Riley, LeTourneau, <br />and Tossey. Voting No: None. Absent: Commissioner Strommen. <br />The City Council meeting moved into a closed session at 9:00 p.m. <br />The City Council reconvened in open session at 9:17 p.m. <br />Executive Director Ulrich stated the Council held discussion in Closed Session and reached <br />consensus to direct staff to present a counter offer. <br />6. DEVELOPMENT TEAM REPORT <br />Executive Director Ulrich provided an update on the Transportation Investment Generating <br />Economic Recovery (TIGER) grant application and on -going projects. <br />7. COMMISSIONER INPUT <br />None. <br />8.
