JAMES A. REICHERT
ATTORNEY AT LAW
915 GRAIN EXGHANGE
400 SOUTH FOURTH STREET
MINNEAPOLIS, MINNESOTA 55415-1414
(61 2) 333-7888

July 10, 1989

Mayor Gary Reimann and the City Council
Ramsey Municipal Center
15153 Nowthen Boulevard N.W.
Ramsey, Minnesota 55303

Re:

Improvement Project 89-4
153rd Avenue Northwest Right-a-way Project

Dear Mayor and Council Members:

My office represents Mr. and Mrs. Harris Haugtvedt in
connection with their opposition to the above-referenced
right-a-way project.

My clients oppose all three of the alternative alignments
for this proposed right-a-way because of the severe adverse
impact on their property.

Alignment Alternative iA places the right-a-way within 10
feet of an existing new shop building and requires the taking
of between 20 and 30 twenty year old trees.

In addition to the loss of the land and trees, my clients
will suffer the loss of the sight and sound buffer provided
by these trees and consequently sustain a loss of privacy,
as well.

Alternative Alignments lB and lC both cut through the back
half of my clients' property. Again, they will sustain a
loss of a large number of mature trees and additionally,
will lose a large portion of their acreage. My clients
purchased this property many years ago with the intention of
developing the back half of the property at the time when
they approached retirement as a means of generating
retirement income.

Ultimately, my clients question the necessity of this
project through an established residential neighborhood.
