STATUS OF IMPROVEMENTS <br /> OAKWOOD HILLS ADDITION <br />By: Pete Raatikka, city Engineer <br />and Ja]mes Gron%berg, Project Manager <br /> <br />CASE ~ 3 <br /> <br />Background: <br /> <br />In accordance with the Development Agreement between the City of <br />Ramsey and David G. Schulte (developer of Oakwood Hills), the <br />completion date for Stage I Improvements was June 30, 1989. To <br />date the bituminous surfacing, final grading and restoration of <br />dis.t, urbed areas has not been completed. <br /> <br />Mr. Schulte has been advised of the deadline by letter dated June <br />14, 1989 from James Gromberg, Project Manager and also notified of <br />the review cf his development at the July 11, 1989 City Council <br />meeting by letter dated July 5, 1989 from James Gromberg. <br /> <br />Mr. Schulte also applied for and was granted a grading and mining <br />permit for the area east of Xenon Street N.W. To date, he has not <br />posted a letter of credit for the grading and mining permit nor has <br />he exported any material since the permit was approved. <br /> <br />A house has been constructed on Lot 9, Block 1, Oakwood Hills by <br />Mr. John Rambosek at the elevation proposed on the grading plan for <br />the grading and mining permit. Mr. Rambosek is preposing to export <br />material from Lots 8 and 9, Block 1, Oakwood Hills to his proposed <br />plat of Nature View located across C.S.A.H. No. 5 from Oakwood <br />Hills. If a portion of Xenon Street N.W. is to be used as a haul <br />road for the mining operation, paving of that segment should be <br />delayed. <br /> <br />Enclosed for your review are the following: <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />Development Agreement ~ <br />Letter dated June 14, 1989 to David Schulte from ' <br />Gromberg. <br />Letter dated July 5, 1989 to David Schulte from James <br />Gromberg <br />Reduced copy cf the final plat of Oakwood Hills. <br /> <br />Recommendation: <br /> <br />Staff recommends that City Council pass a motion authorizing staff <br />to exercise its rights on the letter of credit by June 24, 1989 if <br />Mr. Schulte fails to complete the Stage i Improvements. If the <br />developer elects to use a portion of Xenon Street for a haul road, <br />a new letter of credit for that portion of the road must be <br />provided. Also, the developer will have to extend the $10,000 <br />letter of credit for the maintenance guarantee for another year. <br /> <br /> <br />
