Hakanson <br />Anderson <br />Assoc., Inc. <br /> <br />Engineers, Surveyoa & <br />Landscape Architects <br /> <br />June 21, 1989 <br /> <br />Honorable Mayor & City Council <br />City of Ramsey <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Re: <br /> <br />Vacation of Easement on Lot 3, Block 5 <br />Whispering Pines Estates <br /> <br />Dear Councilmembers: <br /> <br />In response to a request by Mr. and Mrs. Richard Jarson to vacate <br />the city's drainage easement over Lot 3, Block 5, we have reviewed <br />the drainage in the areas to research alternative solutions to the <br />drainage. <br /> <br />The surrounding area draining into Lot 3 is approximately 13 acres. <br />The calculated volume of runoff for this area is 53,300 cubic feet, <br />based on a 100 year storm event. <br /> <br />One alternative to alleviate the drainage problem would be to <br />excavate a drainage pond between Lot 3 and Lot 4. The pond would <br />need to be excavated to a depth adequate to provide storage of the <br />100 year strom below the existing basement elevation. We estimate <br />the basement elevation to be 879.0. To achieve the required <br />ponding capacity, drainage easements on Lot 3 and Lot 4 would be <br />necessary and relocation of the septic tank and drainfield for Lot <br />3 would be required. <br /> <br />A second alternative solution would be to provide storm sewer pipe <br />from Lot 3 to the wetland area adjacent to the property and west. <br />This wetland area is a part of the proposed Northfork Development <br />around Itasca Lake. The pipe required to discharge the 100 year <br />event strom to the adjacent wetland area is approximately $50 feet <br />of 18" storm sewer. As sho%m on the attached exhibit, 2 manholes <br />and 2 - 18" flared end section are required for proper inlet and <br />outlet hydraulics.
