Case # 13 <br /> <br />APPOINTMENTS TO THE PLANNING AND ZONING COMMISSION <br /> By: Mark S. Banwart, Community Development Director <br /> <br />Background: <br /> <br />On March 28, 1989, the Ramsey City Council accepted Mr. James Howell's resignation from the <br />Planning and Zoning Commission. Mr. Jim Holm has verbally resigned, however, the City has <br />not received a written resignation. Refer to consent item. <br /> <br />The vacancies for the Planning and Zoning Commission were advertised in the March and April <br />issues of the Ramsey Resident. A deadline was sel of Monday, May 15, 1989 for the acceptance <br />of these applications. On May 16, 1989, the Planning and Zoning Commission stated their <br />preference to involve all the Planning and Zoning Commissioners in the interview process, <br />followed by a select several Commissioners to meet with the Council and to present the <br />recommendation. On May 26, 1989, a letter was sent to each of the seven applicants indicating <br />the interview schedule. The interviews took place al a Special Planning and Zoning Commission <br />Meeting which was held at 6:30 p.m. to 7:30 p.m. on Monday, June 12, 1989. Within days, two <br />of the applicants, Mr. Boyd R. Hanson and Mr. David J. Ballard, called and indicated they had a <br />scheduling problem with lhe specified time. On June 12, 1989, the Planning and Zoning <br />Commission interviewed Mr. Michael J. Jungbauer, Mr. Glen Hardin, Mr. Ben J. Deemer, Mr. <br />Jay T. Swokowski, Esq. and Mr. David T. Bawden. Ballard Letter of Application <br /> <br />Observation: <br /> <br />At the June 12, 1989 Planning and Zoning Commission meeting, Mr. Banwart informed the <br />Commission that both vacancies were for the same time frame. Mr. Banwart suggested that to be <br />fair, ali applicants should have the opportunity to be interviewed, and that the two appiicants <br />that were not interviewed did indicate that they had a time conflict for that evening's meeting. <br />The Commission reviewed each application that they received. Motion by Commissioner LaDue, <br />seconded by Commissioner Terry, to recommend Ben J. Deemer for appointment to the Planning <br />and Zoning Commission to fill the vacancy left by John Howell, who had been appoi;~ted to fill <br />Mr. Deemer's vacancy. Motion carried. Votin~ Yes: Chairman Zimmerman, Commissioners <br />Terry, LaDue, Hendrickson and Shumway. Voting No: None. Absent: None. Motion by <br />Commissioner Shumway and seconded by Commissioner Hendrickson to recommend David T. <br />Bawden for appointment to the Planning grid Zonin~ Commission to fill the vacancy left by Jim <br />Holm. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners LaDue, Hendrickson, <br />Shumway and Terry. Voting No: None. Absent: None. <br /> <br /> <br />
