FROM:

SUBJECT:

Address:

David J Ballard

Opening on Planning & Zoning Board

9370 16~th Lane. NW
Ramsey, MN. 55303
H: 4~1-3560
w: 424-4898 EXT. 2022

Work Experience:

Currently working for Network Systems iNC. in the Hardware Technical
Support group. I work over the phone or travel to sites that require
technical support in the high speed communications that link super
computers together for government and scientific community.

Education:

Graduated from Coonrapids Senior High in 1976. Attended 2 years of
electronics training in the United States Marine Corps (served five years).
Attended the University of Minnesota in the Electrical Engineering
program received an associate degree.

Municipal Affairs:

Have been a member of ~ilitary Affiliated Radio service (F3.RS) for
eight years. Mars serves the members of the mi!ita~~, their families,
and friends by sending messages via radio between I,~RS stations and
calling the receiving party by phone. I also serve on the North Fork
board of directors and oversee the home owners comar~ittees representing
home owners concerns. I have attended Parks, Planning & Zoning,
City Council and special joint meetings on behave cf the North Fork
home owners. I a~ familiar with the duties of Planning and Zoning
board and the procedure that new development within the city cf Ramsey
must under go.

Motivation:

k~ile attending meetings and dealing with P&Z I have come to the
conclusion that the residents of R~msey are not being fully
represented by this board. I feel a small minority is able to control
the proceedings for their own needs and not for the needs of the residents.
This small group has in trying to get their cwn needs has caused delays
in the development and growth of R~sey. This makes it hard for business
and development to occur. I hope to have a chance to balance the needs
of the residents and the special interest groups needs and still n~ake
it easier for Ramsey to grow.
