CASE # 1 REQUEST TO REZONE THE PROPOSED PLAT OF JUNIPER WOODS FROM R-1 RURAL RESIDENTIAL TO R-1 URBAN RESIDENTIAL; CASE OF MR. DICK KNUTSON, BLtt DEVELOPMENT COMPANY By: Planning Assislant Sylvia Frolik Background: Mr. Dick Knutson is requesting approval to rezone the proposed plat of Juniper Woods from Rural Residential to R-I Urban Residential. Thc subject property is approximately 33 acres in size and is located west of Rum Acres' Estates and east of Gorham's Sandy Acres. In March of 1988, a subdi,,dsion application was submitted to the City, proposing the extension of sewer and water utilities and developing the property with approximately 75 single family residential lots (subsequently revised to 73 lots). At the time, the subject property was in the Urban Area, but not within the 1990 Urban Area. To extend nmnicipal services to the proposed Juniper Woods required an amendment to the Comprehensive Plan for an expansion of the MUSA boundaries. On Januar3.' 26, 1989, the City submitted a formal application to the Metropolitan Council for a MUSA expansion. On July 13, 1989, the City received formal approval of it's application for a Comprehensive Plan amendment to expand the MUSA boundary. On July 10, 1989, the Planning and Zoning Commission conducted a public hearing regarding the request to rezone Juniper Woods to R-1 Urban Residential. On July 18, 1989, the Planning and Zoning Commission recommeded adoption of findings of fact and approval of the request for rezoning.
