Councilmember moved the adoption of the following findings of fact: <br /> <br />MR. <br /> <br /> PROPOSED FINDINGS OF FACT <br />REZONE JUNIPER WOODS FROM R-IR TO R-IU <br />DICKMAN KNUTSON, BLH DEVELOPMENT COMPANY <br /> Jul)' 19, 1989 <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />10) <br /> <br />11) <br /> <br />12) <br /> <br />13) <br /> <br />14) <br /> <br />That Mr. Dickman Knutson of BLH Development Company, hereinafter referred to as <br />"Applicant", has properly applied for a rezoning of Juniper Woods from R-1 Rural <br />Residential to R-1 Urban Residential. <br /> <br />That the Planning and Zoning Commission conducted a public hearing pursuant to Section <br />170.013C of the City Code on Jul), 10, 1989 and that said public hearing was properly <br />advertised and that the minutes of said public hearing are hereby incorporated by reference. <br /> <br />That the property, which is proposed to be named Juniper Woods, is legally described as <br />follows: <br /> <br />Outlot B, Rum Acres Estates, Anoka County, Minnesota <br /> <br />That the subject property is approximately 33 acres in size. <br /> <br />That the subject property is currently zoned R-1 Rural Residential. <br /> <br />That the subject property is surrounded by R-1 Rural Residential zoning. <br /> <br />That on March 31, 1988, the developer submitted a subdivision application proposing to <br />develop the subject property with 75 single family residential lots and a petition requesting <br />the extension of sanitary sewer and municipal water to the subject property. <br /> <br />That the subject property is located within the City's Urban Area but outside the 1990 <br />Urban Area. <br /> <br />That on January 26, 1989, the City of Ramsey submitted a formal application to the <br />Metropolitan Council for a Comprehensive Plan amendment for a MUSA boundary <br />expansion, a portion of which would facilitate the proposed Juniper Woods. <br /> <br />That on July 13, 1989, the City of Ramsey received Metropolitan Council approval of a <br />Comprehensive Plan Amendment to expand the MUSA boundary. <br /> <br />That the proposed rezoning will be in accordance with the ob. iectives of the amendment to <br />the Comprehensive Plan. <br /> <br />That according to the City's Comprehensive Plan prior to any amendment, the subject area <br />was intended to ultimately be served by sanita..D, sewer and municipal water. Therefore, the <br />rezoning will not change the intended character of the area. <br /> <br />That according to the City Assessor, the proposed rezoning will not impair the market value <br />of any surrounding property. <br /> <br />That on July 18, 1989, the developer indicated that the total number of building sites to be <br />developed in Juniper Woods is 73. <br /> <br />117 <br /> <br /> <br />
