Mr. Gerald Zimmerman, Chairman <br />Page 2 <br />July 17, 1989 <br /> <br />The plat is proposed to be served by city sewer and water. <br />The developers of Cedar Hills, Windemere Woods and Chestnut <br />Hills have requested tax-increment financing to help extend <br />sewer and water to these subdivisions. Final plans for sewer <br />and water will have to be prepared by the developer if the <br />subdivider elects to construct the improvements. If the <br />developer requests City participation in the project, he <br />should petition the City for the improvements. <br /> <br />Lots 19-22, Block 4 are proposed to be developed with a common <br />driveway. Easements for the common driveway and a maintenance <br />agreement will be required. Also, a variance for frontage on <br />a city street will have to be granted. <br /> <br />The proposed street to the west must be connected to Sunfish <br />Lake Drive and Sunfish Lake Boulevard. Sunfish Lake Drive is <br />currently a private road. However, it is intended to be <br />constructed as a municipal state aid street. <br /> <br />In review of the drainage to the plat, it should drain into <br />the Ramsey Terrace Pond. This lake outlets into the Rum River <br />through storm sewers in Flintwood Hills Second Addition and <br />the River Bend Plaza. <br /> <br />10. <br /> <br />It is our understanding that the three plats; Cedar Hills, <br />Chestnut Hills and Windemere Woods will provide a common park <br />and trail system. The final plan of the park should be <br />reviewed and approved by the Park Commission. <br /> <br />11. <br /> <br />An Environmental Assessment Worksheet (EAW) was completed and <br />the city Council passed a resolution concluding that the <br />proposed Chestnut Hills development did not have the potential <br />for significant environmental effects on April 25, 1989. The <br />EAW did state that the final approval of the plat was <br />contingent on expansion of the MUSA boundary by Metropolitan <br />Council and construction of a street outlet to Sunfish Lake <br />Boulevard south of Hunter's Hill. On July 13, 1989, <br />Metropolitan Council approved the MUSA expansion. However, <br />plans for the street onlet to Sunfish Lake Boulevard have not <br />been submitted. <br /> <br />We would recommend approval of the preliminary plat contingent on <br />receiving, revising and/or obtaining variances on the items not in <br />compliance with the City Code as well as acceptance of the proposed <br />park development by the Park Commission. <br /> <br /> <br />
