PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Monday, <br />July 10, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Mr. Wally Anderson's request to rezone Cedar Hills from R-1 Rural <br />Residential to R-1 Urban Residential. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. Ben Deemer <br />Mr. David Bawden <br />Mr. Terry Hendriksen <br />Mr. Charles 'La.Due <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwan <br /> <br />Members Absent: Mr. Michael Terry <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 9:10 p.m. <br /> <br />CITIZEN INPUT <br /> <br />John Lucia - 14341 Uranium Street N.W. - Stated that the plans show that the cul-de-sac <br />at 144th in Hunter's Hill will be eliminated and developed as a through street to Cedar Hills. <br />The residents of Hunter's Hill are concerned with the increased traffic that will be created if <br />144th is developed as a through street. It appears that the construction of 144th as a <br />through street is at the City's direction. <br /> <br />Chairman Zimmerman noted that the purpose of this particular public heating is to address <br />the rezoning of Cedar Hills; Mr. Lucia's comment would be more appropriately made at the <br />public hearing for preliminary plat approval of Cedar Hills. <br /> <br />John Lucia - Inquired as to what the impact of rezoning Cedar Hills to urban will have on <br />his property values. <br /> <br />Mr. Banwart stated that the rezoning of Cedar Hills will have very little, if an),, impact on <br />property values in Hunter's Hill. If anything, property values in Hunter's Hill may <br />increase because of the potential availability of sewer and water. <br /> <br />John Lucia - Stated that if property values are increased in Hunter's I-I511 because of the <br />proximity of sewer and water, then property taxes will increase. <br /> <br />Mr. Banwart - Stated that he doesn't believe the City Assessor will take action that would <br />result in increased property taxes in Hunter's Hill because of being located adjacent to a <br /> <br />Planning & Zon/ng Commission Public Hearin~July 10, 1989 <br /> Page 1 of 2 <br /> <br /> <br />
