Councilmember moved the adoption of the following findings of fact: <br /> <br /> PROPOSED FINDINGS OF FACT <br />REZONE CEDAR HILLS FROM R-1R AND I-1 TO R-1U <br /> MR. WALLY ANDERSON; ARADCO, INC. <br /> JUNE 23, 1989 <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br /> 10) <br /> <br />11) <br /> <br />12) <br /> <br />13) <br /> <br />That Mr. Wally Anderson of ARADCO, ]nc., hereinafter referred to as "Applicant", has <br />properly applied for a rezoning of Cedar Hills from R-I Rural Residential and I-1 Industrial <br />to R-1 Urban Residential. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 170.013C of the City Code on July 10, 1989 and that said <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />That the property, which is proposed to be named Cedar Hills, is legally described as <br />follows: <br /> <br />The Northeast quarter of the Southwest quarter of Section 26, Township 32, Range <br />25, and the North 504.50 feet of the Southeast quarter of the Southwest quarter of <br />Section 26, Township 32, Range 25, Anoka County, Minnesota. <br /> <br />That the subject property is approximately 54.6 acres in size. <br /> <br />That the subject property is currently zoned R-1 Rural Residential and I-1 Industrial. <br /> <br />That the property to the north is zoned R-1 Urban Residential and is proposed to be <br />developed accordingly as a part of Chestnut Hills. <br /> <br />That the property to the east is zoned R-1 Rural Residential and is proposed to be rezoned <br />to R- 1 Urban Residential and developed accordingly as Chestnut Hills. <br /> <br />That the property to the south is zoned I-1 Industrial. <br /> <br />That the property to the west is zoned and developed R-1 Rural Residential. <br /> <br />That on September 27, 1988, the developer submitted a subdivision application proposing <br />to develop the subject property with 115 single family residential lots and a petition <br />requesting the extension of sanitary sewer and municipal water to the subject property. <br /> <br />That the subject property is located within the City's Urban Area but outside the 1990 <br />Urban Area. <br /> <br />That on January 26, 1989, the City of Ramsey submitted a formal application to the <br />Metropolitan Council for a Comprehensive Plan amendment for a MUSA boundary <br />expansion, a portion of which would facilitate the proposed Cedar Hills. <br /> <br />That on July 13, 1989, the City of Ramsey received Metropolitan Council approval of a <br />Comprehensive Plan Amendment to expand the MUSA boundary. <br /> <br /> <br />
