CASE # 9 <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT <br />TO OPERATE A COMMERCIAL DOG KENNEL; <br />CASE OF MR. BRET SCOTT <br /> By: Planning Assistant Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Bret Scott is requesting a conditional use permit to operate a commercial dog kennel at his <br />home located at 7910 173rd Avenue N.W. Mr. Scott's property is approximately 3 acres in size. <br />Mr. Scott has indicated that the maximum number of dogs to be boarded on the property is 10, <br />with a separate kennel run for each. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Application <br />Site location map <br />Site plan <br />Public hearing notice <br />Properties notified <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />The Police Chief has expressed no particular opposition to Mr. Scott's request other than to predict <br />that it has the potential to become a noise nuisance problem in the neighborhood. As far as City <br />Staff can determine from City records, there is one other commercial kennel operation located in a <br />Rural Residential Diswict in Ramsey which pre-exists ordinances regulating such uses. The City <br />has issued conditional use permits for private dog kennels for as many as 10 dogs. <br /> <br />On July 10, 1989, the Planning and Zoning Commission conducted a public hearing and there <br />were no citizen comments submitted either in favor of or opposed to Mr. Scott's request. <br /> <br />Recommendation: <br /> <br />On July 18, 1989, the Planning and Zoning Commission recommeded adoption of the findings of <br />fact and approval of Mr. Scott's request for a conditional use permit. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Findings of Fact #~ relating to Mr. Bret Scott's request for a conditional use <br />permit to operate a commercial dog kennel at 7910 173rd Avenue N.W. in the Rural <br />Residential Disu-ict. <br /> <br />Motion to: <br />Approve/deny Mr. Bret Scott's request for a conditional use permit to operate a commercial <br />dog kennel at 7910 173rd Avenue N.W. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br />City Engineer <br />Community Development Director <br /> <br />Chief of Police X <br />Finance Officer <br />Planning & Zoning Commission X <br />Planning Assistant X <br /> <br /> <br />
