Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #89-07- RESOLUTION ENTERING INTO A JOINT POWERS AGREEMENT WITH THE NORTH METRO MAYORS ASSOCIATION (NMMA) TO FORM A NEW JOINT POWERS MARKETING ORGANIZATION CALLED THE "NORTH METRO DEVELOPMENT ASSOCIATION" (NMDA) WHEREAS, the City of Ramsey is a participating member of the North Metro Mayors Association (NMMA); and WHEREAS, the City of Ramsey has been presented with a proposal by the North Metro Mayors Association to establish an association called the North Metro Development Association (NMDA) for the sole purpose of assembling and disseminating information concerning the communities within which the members of the North Metro Development Association are located and to promote economic development within the Northern Suburbs through the implementation of a public relations and marketing plan and related governmental relations aclivities; and WHEREAS, the assembly and dissemination of information concerning the Northern Suburbs and the promotion of economic development within the Northern Suburbs through the implementation of a public relations and marketing plan and related governmental relations activities serves the member communities by enhancing the economy and general welfare of the Northern Suburbs and of the member communities; and WHEREAS, Minnesota Statutes Section 471.59 authorizes two or more governmental units to enter into an agreement for a joint and cooperative exercise of any power common to the contracting parties. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1 ) That the Mayor and City Administrator are hereby authorized to enter into a joint powers agreement with the North Metro Mayors Association (NMMA) to be a participating member in the North Metro Development Association (NMDA). The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following wer~ absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 25th day of July, 1989.
