DATE: July 26, 1989

TO: Ramsey Planning and Zoning Commission

FROM:

Planning Assistant Sylvia Frolik

RE: Status of Ramsey Auto Sales compliance with conditional use permit

On July 25, 1989, Community Development Technician Lutmer inspected the property of Ramsey
Auto Sales for compliance with terms of conditional use permit issued in 1988. He reported the
following violations:

The permit limits the number of vehicles for sale on the property to 50. On July 25, 1989,
115 vehicles were counted on the property. If granted the expansion onto the third parcel,
the applicants would only be able to increase their current auto inventory by 11.

The 7 off street parking spaces were not provided for. If granted the expansion, the
number of off street parking spaces are proposed to increase to 14.

o

It is not a specific term of the conditional use permit, but the bituminous display area does
encroach on the County Road #56 fight-of-way. The site plan submitted indicates removal
of the bituminous that is encroaching the fight-of-way.

In addition to the above, Mr. Lutmer observed 3 vehicles parked on the parcel proposed for the
expansion. Mr. Robert Wojcik claimed he did not know who the vehicles belonged to.

Mr. Lutmer also observed a structure on the proposed expansion lot that is on blocks and prepared
for relocation. Mr. Wojcik did receive permission to store the structure on the lot as a temporary
measure (see attached memo from M. Banwart dated June 1, 1989). In addition, there is now a
second, very small accessory structure placed on the lot proposed for expansion. Mr. Robert
Wojcik indicated to Mr. Lutmer that he has no immediate plans for either of the structures.
