EAW FOR 153RD AVENUE N.W.
Py: Merland Otto

Background:

The city Council ordered that an EAW for the above referenced
project be prepared on May 9, 1989. On July 11, Council selected
a preferred alignment. The EAW subsequently has been prepared
based on the preferred aligrkment.

The EAW is attached. The most significant issue is the impact on
wetlands, both those which are protected and wetland Types I and
II. The EAW proposes to mitigate these impacts by replacement
and/or enhancement of existing wetlands.

The tentative schedule for processing of the EAW is: Council
approval on August 22nd, last day of receipt at EQB for publishing
8/28, publish notice in EQB Monitor 9/4 and in Anoka Union 9/1, 30
day review period, final council action 10/10.

Observations:

The EAW has been prepared with the alignment on the west end
skirting wetland 656W. Based on your field observations and
subsequent discussion, revisions may be required addressing the
impact of wetland 656W if the road alignment is changed.

Staff Recommendation:

Staff recommends that Council approve submittal of the EAW to EQB
(with revisions based on discussion) and publish notice of its
availability.

council Action:

Will be based on your discussion.

Motion to:

Approve submittal of the EAW to the EQB and to publish notice
of its availability.

Review Checklist:

city Administrator x
City Attorney
City Engineer x
Community Development Dir. x

Chief of Police
Finance Officer
Public Works Supt.
Other
