5. Pre4 eot Description <br /> <br />The general location of the project is in the ~ ~ <br /> cen~ a~ poruicn <br />of the City as shown on Figures I, 2 and 2. <br /> <br />The proposed project consists of the construction of <br />approximately 1.8 miles of collector roadway in the central <br />portion of the City. Figure 4 indicates the major <br />transportation routes of the City. As is evident, the City <br />enjoys a strong north-south system of coiiectors/~,ith State <br />H%5~. 47, CSAH 5, Anoka County Roads 56, 57 and 81~ The City <br />also has a weak east-west transportation system wi~h east-west <br />routes currently limited to U.S. H%5~. 10 & 169 and Co. Rd. 63 <br />traversing the city and CSAH 116 traversing the east half of <br />the City. The proposed project comprises a major se?ment of <br />east-west corridor identified in the city's transportation <br />plan. <br /> <br />The proposed alignment traverses undeveloped and low density <br />residential parcels which are zoned "R-iR" (minimum lot size <br />of 2.5 acres). The 80' right-of-way for the road emcompasses <br />approximately 17.6 acres. Portions of eighteen parcels will <br />need to be acquired for right-of-way with one residence also <br />being ac~dired. Residents of that home will be offered <br />relocation ser%~ices in conjunction with the acquisition. The <br />edge of right of way is generally greater than 60 feet from <br />three remaining residences on the west and two residences on <br />the east end. <br /> <br />The proposed alignment skirts a protected wetland (656W) and <br />traverses two other protected wetlands (657W and i14P). <br />Approximately 2.3 acres of Type III wetlands will be impacted. <br />Mitigation will be provided through the creation of a new <br />wetland basin or enhancement of existing wetlands on a "no net <br />loss" basis. The remainder of the proposed right-of-way <br />crosses vacant, undeveloped parcels, a borrow area for Anoka <br />Regional Landfill and a small area of cropland. <br /> <br />~nen completed, the roadway is expected to carry an average <br />daily traffic load between 1200 to 1500 with single lanes in <br />each direction. The roadway design is based on a 40 miles per <br />hour design speed. Predominant traffic will be private <br />automobiles as well as de!ive~, and se~ice vehicles. <br /> <br />Three alternative alignments were considered for the west <br />segment of this project (Figure 3). An alternative alignment <br />was also e>~lored for the east segment. On July llth, the <br />City Council indicated that their preference was for the <br />southerly roadway alignment (lA and 2B). <br /> <br />i <br /> <br /> <br />
