12. Current and Past Lan~ Use <br /> <br />The proposed project is located in the transition area between <br />the city's defined ultimate urban area and the "rural" area <br />of the City. The westerl)' most segment of the projest is <br />predominantly' developed with large rural lots approximate!)- <br />four acres in size. Moving towards the east, the proposed <br />roadway traverses 80 acres cf landfill borrow area. This land <br />is currently vacant and is held in reserve for <br /> ~an~ cover <br />operations. Approximately 300' north of the proposed <br />alignment, residential development on one acre lots has <br />occurred. East of Sunfish Lake Boulevard, approximate2y 900' <br />of the proposed road traverses fa~mland under cultivation. <br />The soils are generally sandy and the area is not rated as <br />prime agricultural land. Towards CSAH No. 5, a modest amount <br />of low density residential development has taken place. The <br />proposed alignment passes near protected wetland 656W, and <br />crosses protected wetlands 657W and l14P. Approximately two <br />acres of wetlands would be impacted by the proposed road <br />alignment. (See 19.) <br /> <br />Figure 5, indicates that the entire area is zoned "R-iR" <br />(rural residential) with a current minimum lot size of 2.5 <br />acres. After January 1, 1990, this area of the City will be <br />restricted to development limitations to comply with <br />Metropolitan Council's policy of four units per forty acres. <br /> <br />vi <br /> <br /> <br />
