City of Ramsey

15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 · (612) 427-1410

August 9, 1989

Mr. Tom Hovey
DNR Metro Regionl Office
1200 Warner Road
St. Paul, MN 55106

Re:

EAW - Proposed Construction of 153rd Ave. N.W.
City of Ramsey (Sect. 22 & 23, T32 R25)

Dear Mr. Hovey:

The City of Ramsey is preparing an EAW for the above referenced
project. The project entails the construction of approximately a
1.8 mile segment of collector roadway (single traffic lanes each
direction, 80' ROW). The proposed project skirts a protected
wetland (656W) and crosses two protected wetlands (657W and l14P).
I have enclosed a sketch plan of the proposed project as well as
a rough sketch of the alignment relating to area wetlands.

Approximately 2.3 acres of wetland would be impacted by the project
with slightly more than an acre of 657W being impacted and
approximately 1.25 acres of l!4P being impacted. City Engineer,
Peter Raatikka, discussed the proposed project with Mr. John Stine,
DNR area hydrologist, to review possible alternatives to the
proposed alignments. They concluded that no practical alternative
existed for crossing l14P. An alternative alignment to the north
edge of 657W was considered, but has been rejecte~ because it would
create four double frontage lots and two corner lots out of
existing developed homes as well as create greater impacts on
residents.

In earlier discussions with Mr. Stine, a potential mitigation
project that was mentioned was creation of a wetland in a severed
parcel near 656W.

At this time, we are soliciting your comments on the above
referenced project as well as requesting your assistance in
identifying possible mitigation projects. We would appreciate any
comments that you have by August 24, 1989 if possible.
