Construction-Operations <br />Regulatory (89-477S~92) <br /> <br />DEPARTMENT OF THE ARMY <br /> August 11, 1989 <br /> <br />Mr. Merland Otto <br />City of Ramsey <br />15153 Nowthen Boulevard Northwest <br />Ramsey, Minnesota 55303 <br /> <br />EAW - Proposed Construction of 153rd <br />Avenue Northwest, Sec. 22 and 23, <br />T. 32 N., R. 25 W., City of Ramsey, <br />Anoka Count~', Minnesota <br /> <br />Dear Mr. Otto; <br /> <br /> t{aving reviewed the information you provided about the 153rd Avenue <br />project, we believe that you will need a Department of the Army permit for it. <br /> <br /> A cursory examination of the National Wetland Inventory Map for the area <br />indicates that the State-protected wetlands mentioned in your letter may not <br />be the only wetland areas affected by the road construction (see enclosed <br />map). There are several other wetlands in the area that the road alignment <br />may cross, and there ma), be some small fringe wetland areas outside of the <br />State-protected wetlands. The estimate of 2.3 acres of affected State- <br />protected wetland may therefore not reflect the actual area of wetlands under <br />our jurisdiction. A wetland delineation by someone from our office or an <br />outside consulting firm may be needed to determine the actual extent of <br />affected wetlands (see enclosed information sheet). <br /> <br /> If wetland creation or enhancement is possible in the proposed mitigation <br />site, that site would offer an important advantage because it is close to <br />other affected wetlands. Other possible mitigation areas may also be in the <br />area. In general, we would want the mitigation area to provide at least a <br />comparable wetland area in both size and habitat value to replace the lost <br />wetlands. <br /> <br /> For your convenience, we are enclosing application materials. ~ne orange <br />booklet (EP-1145-2-1) gives background about our program and instructions for <br />preparing the application. <br /> <br /> Because we must provide notice of your project to other agencies and <br />provide them an opportunity to comment, our public interest review may take at <br />least 60 days. You can help us to review your application as quickly as <br />possible by taking the following steps: <br /> <br />Fill out the application completely and specifically. Note the <br />instructions on pages 10 and 11 of the orange booklet. <br /> <br />Send accurate, reproducible 8 1/2 by 11 inch drawings that we can use <br />in our public notice. See the check list on pages 14 and 15 and <br />the examples on pages 16 and 17 of the booklet. Following these <br />examples will help ensure that your drawings will be usable. <br /> <br /> <br />
