11. <br /> <br />12. <br /> <br />13. <br /> <br />110.076 <br /> 1. <br /> <br />those provisions of the city Code and State Law <br />applicable to the driver of motor vehicles, except <br />those provisions which by their nature have no <br />application. <br /> <br />Horses shall not be ridden or driven in any manner <br />which would cause undue damage to any hard-surfaced <br />road. <br /> <br />No person shall ride or drive a horse upon private <br />property without the prior written permission of the <br />owner or occupant thereof. <br /> <br />No person shall interfere with any horse ridden or <br />kept in a lawful manner, and owners of domestic <br />animals shall restrain their animal so as to not <br />interfere. <br /> <br />HORSEMAN'S COMMITTEE <br /> <br />The City Council hereby authorizes the establishment <br />of a Horseman's Committee to assist the City Clerk <br />in receiving the complaints from those persons <br />aggrieved by horses, to investigate complaints, to <br />advise horse owners against whom complaints have <br />been lodged and to recommend to the City Council <br />appropriate action. In addition, the Horseman's <br />Committee shall make Findings of Fact and <br />recommendations to the Council regarding site plan <br />applications. <br /> <br />The City Council shall appoint five (5) persons to <br />the horseman's Committee, including when possible <br />a representative of the largest horse-oriented <br />association or club within the City and any other <br />person who the City Council feels is qualified to <br />serve. Two (2) members shall serve a three (3) year <br />term, two (2) members shall serve a two (2) year <br />term, and (1) member shall serve a one (1) year <br />term. Any member is eligible for reappointment at <br />the end of his/her term. At least four fifths (4/5) <br />of the Horseman's Committee shall be residents of <br />the City of Ramsey. <br /> <br />The Horseman's Committee shall be a Committee of the <br />City and as such shall be required to keep minutes <br />of its meetings and comply with the open meeting <br />laws of the State of Minnesota. The Horseman's <br />Committee shall be advisory only to the City Council <br />and said Committee is not empowered with any <br />independent authority to take final action on any <br />of the duties assigned to it herein. <br /> <br />47 <br /> <br /> <br />
