Construction-Operations <br />Regulatory (89-388S-92) <br /> <br />DEPARTMENT OF THE ARMY <br /> <br />May 22, 1989 <br /> <br />Jonathan Rambosek <br />16275 Uranium Street Northwest <br />Ramsey, Minnesota <br /> <br />Re: <br /> <br />Possible Wetland Fill for Residential <br />Development, 71/2 SW1/4 Sec. 14 and <br />El/2 SE1/4 Sec. 15, T. 32 N., R. 25 <br />City of Kamsey, Anoka County, Minnesota <br /> <br /> Having reviewed the information you provided concerning your project, <br />we believe that you will need a Department of the Army permit for it. Ue are <br />enclosing the application form you requested. The orange booklet (EP-11&5-2- <br />1) that you already have gives background &bout our program and instructions <br />for preparing the application. <br /> <br /> Because we must provide notice of your project to other agencies and <br />provide them an opportunity to comment, our public interest review may take at <br />least 60 days. You can help us to review your application as quickly as <br />possible by taking the following steps: <br /> <br />Fill out the application completely and specifically. Note the <br />instructions on pages 10 and 11 of the orange booklet. <br /> <br />Send accurate, reproducible 8 1/2 by 11 inch drawings that we can use <br />in our public notice. See the check list on pages 14 and 15 and <br />the examples on pages 16 and 17 of the booklet. Following these <br />examples will help ensure that your drawings will be usable. <br /> <br />If possible, please provide an aerial photograph (! inch equals 200 <br />feet, available from Anoka Country or the local Soil Conservation <br />Service Office) that will simplify wetland mapping. <br /> <br />Please describe any alternatives to the project as planned than you <br />have considered. This consideration should include other poten=ial <br />sites and other methods of accomplishing the desired result. Federal <br />laws and rules often prevent issuance of permits where there are less <br />environmentally-damaging alternatives available. For instance, if <br />the project involves placing fill in a water or wetland, there may be <br />altar'-natives fha% would accomplish the project purpose but would not <br />require filling, or would not require as much fill in as large an area. <br /> <br /> If your project will include any temporary placement of excavated or <br />fill material into a waterbody or wetland, you may also need authorization <br />for that work. Be sure to include tha~ information in your per. it applica- <br />tion. You may also need state, coun%-~-, and/or city pel-mits.
