Hakanson
Anderson
Assoc.,Inc.

Engineers, Surveyor~ &
Landscape Architects

June 29, 1989

Mr. Gerald Zimmerman, Chairman
Planning & Zoning Commission
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, M3~ 55303

Re: Evergreen Estates Sketch Plan

Dear Mr. Zimmerman:

We have reviewed the above referenced sketch plan which is located
in the rural service area of the City. The property is currently
zoned rural residential.

Following is a list of comments resulting from our review of the
Evergreen Estates sketch plan:

1)

Evergreen Estates is a 44 acre tract with a single 2.5 acre
lot being subdivided.

Any area intended to be dedicated or reserved for public use,
including the approximate size of the area should be noted on
the plan. Staff recommendation to the Parks Commission is
that park dedication re.~uirements be net in cash.

3)

According to the Anoka County Soil Su~vey, the soils consist
of Ns~ore loam sand. Nymore meets the criteria for Class I
soils.

The proposed subdivision does not confo~--m to City requirements
since the lot must have frontage on a publicly dedicated
street and half streets are prohibited under Section 170.038
of City Code. A cul de sac would neither be desireable nor
permissible without variance since that portion of 173rd
Avenue N.W. would exceed 600'.

5) The Applicant may wish to consider reorienting the lot such
that the side yard would front on 173rd with lot frontage
being off a north-south street. This would be more consistent
with the layout of existing lots to the east and would enable
more orderly development of future lots.
June 29, 1989
Page Two

222 Monroe Street
Anoka, Minnesota 55303

61Z/427-5860

Fax 612/427-3401

Eugene J.
