IV. SYSTEM DEFICIENCIES <br /> <br />1. TASK ORIEC1TVE <br /> <br />The capacity analysis for the Regional System Reliever Airports Study <br />identified that the existing system has deficiencies in two areas: annual <br />operational capacity and aircraft storage capacity. Once specific system <br />deficiencies in each of these categories have been identified, alternatives and <br />options for resolving the various system deficiencies will be identified and <br />evaluated. <br /> <br />OPERATIONAL DEFICIENCIES <br /> <br />The operational capacity of the reliever system is defined by its annual service <br />volume (ASV). ASV is calculated using factors such as runway/taxiway <br />configurations, NAVAIDs, weather, and fleet mix. Once the ASV is <br />calculated, it is compared to the number of annual operations. When an <br />airport reaches 60 percent of its operational capacity, steps should be <br />underway to plan for enhanced capacity. When the 80 percent <br />demand/capacity ratio is reached, action must be taken to enhance capacity; <br />the alternative to increasing capacity is escalating delay. Table 121I-1 reflects <br />operational shortfalls in the existing system. A total of three of the seven <br />relievers will exceed 60 percent of capacity by 1998. By 2008, four of the <br />seven relievers will exceed 60 percent of capacity. By 2003, demand for the <br />system as a whole will exceed 60 percent of total system capacity. <br /> <br />STORAGE DEFICIENCIES <br /> <br />Existing hangar and fie-down spaces at the reliever airports were identified <br />as part of the inventory effort. Existing storage capabilities at the reliever <br />airports were compared to previous calculations of storage space available <br />prepared by the Metropolitan Airports Commission and the Metropolitan <br />Council of the Twin Cities. Using the forecast of based aircraft, existing <br />system storage requirement deficiencies were calculated (see Table 111-2). <br /> <br />DIVERSION IMPACTS <br /> <br />Deficiencies were identified using the base case unconstrained demand <br />projections. Existing system operational and storage deficiencies were also <br />examined by applying possible MSP diversion, identified through survey <br />efforts, to the reliever airports. Deficiencies identified through this process <br />will be used to formulate system alternatives. <br /> <br />-12- <br /> <br /> <br />
