Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #89-10- RESOLUTION ESTABLISHING POLICIES AND PROCEDURES FOR USE OF RAMSEY PARK CENTER BUILDING WHEREAS, it is the desire of the Ramsey City Council to clearly state the policy relating to the use of the Ramsey Park Center Building to serve as guidance to the City Staff and the general public. NOW TIIEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the following policy shall govern the use of the Ramsey Park Center Building: Use and Priority of Usc: The Ramsey Park Center Building houses the park and recreation administrative office. Additionally, the Ramsey Park Center Building serves as official location for the Ramsey Youth Athletic Association. The priority of use of these facilities is as follows: 1 ) Ramsey Youth Athletic Association 2) Organized groups serving the youth: a) b) c) d) Community School functions Groups performing a public service for youth (e.g., AA, Mediation Services, educational services, etc.) Groups whose purpose is to perform public service (e.g., Boy Scouts, Girl Scouts) Groups who wish to use the facility for recreation or routine meetings 3) Other organized groups: a) b) c) d) Senior citizen gq'oups Groups performing a public service (e.g., AA, Mediation Services, etc.) Groups whose purpose is to perform public service Groups who wish to use the facility for recreation or routine meetings 3) General public 4) Church or religious organizations may use the facility after entering into an agreement with the City of Ramsey which clarifies the proper separation of church and State.
