Motion by Councilmember Resolution: to adopt the following CITY OF RAMSEY ANOKA COUNTY, MINNESOTA RESOLUTION NO. 89-10- WHEREAS, the City of Ramsey is considering the construction of the 153rd Avenue thoroughfare between CSAH No. 5 and Ramsey Blvd.; and WHEREAS, the proposed project consists of 1.8 miles of street construction; and WHEREAS, under the rules of the Minnesota Environmental Quality Board Environmental Review Program the construction of a new street one mile in length or greater is required to go through a mandatory EAW process; and WHEREAS, the 30 day review and comment period for the EAW ended on October 4, 1989; and WHEREAS, according to 6 MCAR3.028 B.l.a., a decision on the need for an Environmental Impact Statement (EIS) is to be made by the city at its first meeting three or more days after the comment period expiration date and in no case more than 30 calendar days afterwards; and WHEREAS, the proposed Findings of Fact were presented to the City Councilmembers for their review on October 6, 1989; and WHEREAS, a copy of the proposed Findings was made available to members of the public on October 6, 1989 and thereafter a copy has been on file in the office of the City Administrator. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL, CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, AS FOLLOWS: 1. The City of Ramsey approves the Findings of Fact which conclude that the proposed 153rd Avenue thoroughfare between CSAH No. 5 and Ramsey Blvd. does not have the potential for significant environmental effects, and 2. The City of Ramsey authorizes the Mayor to sign the Findings of Fact, and 3. The City of Ramsey directs City Staff to forward a copy of the Findings of Fact and notice of decision on the EAW to the Environmental Quality Board (EQB) for publication in the EQB Monitor, and
