CASE #4 REQUEST FOR FINAL PLAT APPROVAL OF GARDEN OF HOPE ADDITION; CASE OF CROSS OF HOPE LUTHERAN CHURCH By: Mark S. Banwart, Community Development Director Background: The Cross of Hope Lutheran Church is proposing a 4.30 acre cemeters,. The property is located on the South 475 feet of the West 10 acres of the East 20 acres of Lot 1, Auditor's Subdivision Number 27, Anoka Count),, Minnesota. For your information, the following items are enclosed: Ao Site location map Proposed subdivision Proposed Resolution Observations: On September 27, 1989, the City of Ramsey received an application and plat layout from Pastor Dale Olson, Cross of }-lope Lutheran Church. This plat is in conformance with Minnesota Statutes 307.01. In accordance with Ramsey City Code 701.0317 Division or Consolidation of Unplatted Lands, Subsection 2 Platting Procedure: and Subsection 5. The City Staff has reviewed the plat and has placed the proposed plat on the Cit'), Council agenda. Recommendations: Staff recommends that because of the uniqueness of this plat as being a cemetery, and in conformance with Ramsey City Code 170.0317 Division or Consolidation of Unplatted Lands, it is not necessary for neither the Park and Recreation Commission or the Planning and Zoning Commission to review this plat. Furthermore, staff recommends that since it is inappropriate for a cemetery to have park dedication required of it, park dedication should be waived. Furthermore, staff recommends that the escrow fees for staff review should be waived as well. Staff recommends final plat approval of Garden of Hope Addition (Cemetery).
