CASE <br /> <br />REQUEST FOR CONDITIONAL USE PERMIT AMENDMENT TO HAVE AN <br />APARTMENT IN A CHURCH; CASE OF JEHOVAH WITNESS KINGDOM <br />HALL <br /> By: Planning Assistant Sylvia Frolik <br /> <br />Background: <br /> <br />The Jehovah Witness Kingdom Hall, located at 13741 Dolomite Street N.W., is requesting a <br />conditional use permit amendment in order to have an apartment in the lower level of the church <br />facility to accommodate the district minister on his visits to' the church. The applicant has indicated <br />that the apartment will be used a maximum of 2-3 days a week, 12 weeks a year. <br /> <br />Observations: <br /> <br />The Planning and Zoning Commission conducted a public hearing on October 3, 1989. There <br />were no citizens present regarding the Jehovah Witness case. The Commission did note receiving <br />a letter from Joseph and Mary Jo Sentyrz stating their opposition to the request for a conditional <br />use permit. On October 17, 1989, the Planning and Zoning Commission recommended adoption <br />of the proposed findings of fact, as amended, and approval of the request for a conditional use <br />permit. The Commission's recommendation for approval was based on their determination that the <br />proposed apartment is very temporary in nature and that pastors living in or about the church <br />premises is a historical practice. <br /> <br />The City Building Official has reviewed the application and indicates that the lower level apartment <br />would have to be provided with an egress window and smoke alarm. <br /> <br />It should also be noted that municipal sewer and water are available and according to City Code, <br />the property has until January 1, 1991 to connect to the services.
