PROPOSED FINDINGS OF FACT CONDITIONAL USE PERMIT AMENDMENT JEHOVAL WITNESS KINGDOM HALL 13751 Dolomite Street N.W. PIN 34.32.25-13-0019 as of October 17, 1989 1) 2) 3) 4) s) 6) 7) 8) 9) 10) 11) 12) 13) 14) That Dwight Ekwall, representing the Jehovah Witness Kingdom Hall, and hereinafter referred to as "Applicant", has properly applied for a conditional use permit amendment to have an apartment within the church; with said facility being located in the B-1 Business District, for which a conditonal use permit was issued in 1978. That the Applicant appeared before the Ramsey Planning and Zoning Commission for a public hearing pursuant to Sections 170.016 and 170.013D of the Ramsey City Code on October 3, 1989 and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. That the subject property is generally known as 13751 Dolomite Street N.W. and is legally described as follows: Lot 1, Block 5, RIVERSIDE WEST, Anoka County, Minnesota That the subject property is zoned B-1 Business and is approximately one acre in size. That Section 170.016F of the Ramsey City Code does not include residential dwelling units as a permitted use in the B-1 Business District and indicates that other uses may be permitted upon obtaining a conditional use permit. That the property to the south is zoned R-I Urban Residential and the property to the north, west and east is zoned B-1 Business. That on February 27, '1978, the City of Ramsey issued a conditional use permit to Jehovah Witness Kingdom Hall to construct a church in the B-1 Business District. That on September 12, 1989, the Applicant applied for a conditional use permit amendment to have an apartment in the lower level of the Jehovah Witness Kingdom Hall facility. That the Applicant has stated that the apartment would be used to accommodate a visiting minister. That the Applicant has stated that the apartment would be utilized approximately 18 weeks per year. That there are no other similar permitted conditional uses; that is, a residential use in a B-1 Busines District. That on May 26, 1987, the Ramsey City Council denied a request for a permanent residential dwelling unit in the B-1 Business District on the upper level of a pizza restaurant. That the proposed use will have no impact on traffic to the premises. That the proposed use will not adversely impair the use of surrounding properties.
