Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89-11- <br /> <br />RESOLUTION ESTABLISH/NG PURCHASING AUTHORITY <br /> <br /> WHEREAS, City Ordinance #89- ., Chapter 10.13 PURCHASING POLICY requires <br />a City Council resolution establishing the dollar amounts and necessary approvals required for <br />purchasing regulation and control on behalf of the City of Ramsey. <br /> <br />NOW TH~EREFORE, BE IT RESOLVED BY T1WE~ CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That Minor Purchase Orders may be used for purchases that total less the Three <br />Hundred Dollars ($300.00); Department Heads are authorized to sign Minor <br />Purchase Orders. <br /> <br />2) That either the Finance Officer or the City Administrator are authorized to sign <br /> Standard Purchase Orders after verifying that: <br /> <br />a. The purchase will not cause a budget line item to be exceeded. <br /> <br />Documentation of specific Council approval, if required, is attached to the <br />paperwork. <br /> <br />3) <br /> <br />That in emergency situations, or when time is of the essence, the City <br />Administrator is authorized to sign Standard Purchase Orders for any item or <br />combination of items not included in the budget in an amount not to exceed Five <br />Hundred Dollars ($500.00) per Purchase Order provided a budget amendment is <br />prepared for Council approval at the next regularly scheduled Council meeting. <br /> <br />4) <br /> <br />That in emergency situations, or when time is of the essence, the Mayor is <br />authorized to sign Standard Purchase Orders for an item or combination of items <br />not included in the budget that exceed Five Hundred Dollars ($500.00). <br /> <br />5) That specific Council approval shall be required for all capital outlay purchases <br /> which total Five Hundred Dollars ($500.00) or more. <br /> <br />6) That specific Council approval shall be required for all budget amendments. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the fo]lowing voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br /> <br />
