CASE <br /> <br />DISCUSS STREET MAINTENANCE ASSESSMENT POLICY <br /> By: Pete Raatikka, city Engineer <br /> <br />Background: <br /> <br />Early this year the road and bridge committee discussed the need <br />for overlays in areas which had older streets with numerous cracks. <br />I indicated that it would be more cost effective to overlay and <br />repair the streets before they were completely destroyed by traffic <br />and weather. <br /> <br />The main problem on overlaying or reconstructing streets is the <br />financing. Ramsey ordinance states that overlays and sealcoating <br />are to be assessed 100%. However, the charter allows residents to <br />petition against a project. Therefore, the majority must be in <br />favor of the project. In most of the cities surveyed, overlays <br />were paid by the City with only two cities assessing 25 to 30 <br />percent of the cost. <br /> <br />On November 10, I met with the Road and Bridge Committee for <br />further discussion of this item. We reviewed the City's policy as <br />well as others. The Road and Bridge Committee recommendation is <br />to revise the City policy such that 50% of reconstruction and <br />overlay work would be borne by the City and the remaining 50% be <br />assessed to benefitting property. If adopted, this will require <br />an ordinance revision since the current ordinance provides for 100% <br />assessment. <br /> <br />While reconstruction costs would vary dependent on pavement <br />conditions, overlay costs would be fairly similar. A ballpark <br />estimate for a 1" overlay on a street width of 44' would be <br />approximately $6.00/LF or $32,000 per mile. A 100% assessment for <br />the full width of road would be approximately $1,200 per 200 lineal <br />feet (average lot frontage). <br /> <br />Recommendation: <br /> <br />Council action will be to discuss the need for revising the <br />financing and assessment policy for street reconstruction and <br />overlays. <br /> <br />Review Checklist: <br /> <br />City Administrator .X <br />City Attorney X <br />City Engineer <br />Community Development Dir. ].X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Supt. <br />Other <br /> <br /> X <br />_X <br /> <br /> <br />
