CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A <br />RECREATIONAL VEHICLE SALES LOT IN THE I-1 INDUSTRIAL DISTRICT; <br /> CASE OF MARK MANTHEI AND ROBERT MC ELHANEY, W.S. MOTORS <br /> By: Planning Assistant Syh'ia Frolik <br /> <br />Background: <br /> <br />Mr. Mark Manthei and Mr. Robert McElhaney of W.S. Motors have applied for a conditional use <br />permit to operate a recreational vehicles sales lot in the I-1 Industrial District, specifically at 14250 <br />Sunfish Lake Blvd. N.W. The subject site and building is currently owned and occupied by <br />Gordon Oftedahl, G.O. Racing. Upon approval of the conditional use permit, W.S. Motors <br />would enter into a joint ownership agreement with Gordon Oftedahl for the subject property. <br /> <br />The proposal is that W.S. Motors would occupy thc offices and one shop stall in thc building. Thc <br />shop stall would be used to clean recreational vehicles in preparation for resale. G.O. Racing <br />would continue to occupy the remainder of thc shop area. The applicants are proposing to paint the <br />building, inside and out, and provide interior improvements to thc offices and bathroom facility <br />which include paint, wallpaper, carpeting and ceramic file. That area of the property proposed for <br />vehicle display is currently paved. The applicants are proposing to replant a small lawn area in <br />front of the building and plant flowers at both of the site accesses. <br /> <br />The Planning and Zoning Commission conducted a public hearing regarding the request for a <br />conditional use permit on November 6 and no verbal or written comments were submitted. The <br />Commission adjourned pr/or to addressing all cases on the agenda and W.S. Motors case was <br />rescheduled to a special meeting of the Planning and Zoning Commission on November 21, 1989. <br /> <br />The follow/ng items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />g) <br /> <br />Application <br />Site location map <br />Site plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />The subject proper9.' is in the 1990 MUSA area and CiB' Staff feels that recreational vehicle sales is <br />not the best and highest use of this l-1 Industrial property once sanitary sewer and municipal water <br />are available. <br /> <br />In addition, on several drive-by inspections I have noticed that there are a couple of semi tractors <br />and trailers that seem to be operating out of the subject site. This is a permitted use in the I-1 <br />Indus~al District, however, from a safety aspect, I am concerned Mth tractors/trailers crossing <br />through the R.V. display/sales area to enter and exit the subject property. <br /> <br />The Planning and Zoning Commission was of the opinion that a time frame on the conditional use <br />permit is reasonable but not critical because the owner will lo~cally redevelop the properly to it's <br />best and highest use when sewer and water are available. The Commission was also not <br />concerned with the semi-tractors/trailer activity, on the properg.,. <br /> <br /> <br />
