CASE <br /> <br /> DISCUSS STREET F~INTEN;~NCE <br /> ASSESSMENT POLICY <br /> <br />By= Pete Raatikka, City Engineer <br />Dave Hartley, City Administrator <br /> <br />Background= <br /> <br />As stated in your last agenda, several areas with older streets <br />will need upgrading in the near future. Three areas in the City <br />which have the poorest streets are Autumn Heights, Halls Dover <br />Acres and Woodlawn Green. In Autumn Heights and Halls Dover, the <br />streets are only 20 to 22 feet wide and should be widened at the <br />time of overlaying. We have estimated the cost of the overlays in <br />those areas to be as follows: <br /> <br />Autumn Heights <br />Halls Dover Acres <br />Woodland Green <br /> Total: <br /> <br /> $60,800 <br /> $36,700 <br /> $49,700 <br />$147,200 <br /> <br />We have estimated that the City will spend approximately $8,000 to <br />$10,000 per year maintaining these streets until they are overlayed <br />or reconstructed. <br /> <br />I have attached a summary of assessment policies which includes <br />some of the neighboring cities. The Road and Bridge Committee met <br />on November 10, 1989 and recommended that the City revise its <br />current policy of 100% assessment to provide for 50% City <br />participation in reconstruction and overlay work on City streets. <br />This would be a major revision to the City's assessment policy and <br />could cost the City approximately $75,000 for the first years <br />projects. <br /> <br />Under the current tax laws, the City will be under levy limits <br />until 1992. Therefore, financing the City's share may be difficult <br />until levy limits are lifted. If the City decides to wait until <br />1992 to change the policy, they may also wish to review the seal <br />coating policy at that time. <br /> <br />Recommendation: <br /> <br />Council should discuss the need for revising the and assessment <br />policy, for street reconstruction and overlays. If funding is not <br />available in the current budget, the City may wish to delay <br />changing the assessment policy until 1992. <br /> <br /> <br />
