CORE APPLICATION FOR FISHIN~ PIER
RIVER'S BEND PARK

By= Merland Otto

CASE #~__

Background:

As you'll recall, last March we submitted an application for a
fishing pier for River's Bend Park. The fishing piers are largely
funded through the DNR administered Cooperative Opportunities for
Resource Enhancement (C.O.R.E.) program.

The cost of a pier is approximately $18,000. To the extent
possible DNR is trying to stretch their program dollars through
cost sharing. Applications are made and prioritized each year for
the next year's work.

While we did not receive a pier last year, my discussions with DNR
staff indicated that we ranked 7th of 18 proposals but only five
piers were funded. Two of these were funded because they included
cost sharing.

The DNR indicated that we are to reply in writing by January 1,
1990 if we would like to append, withdraw, or resubmit our
application.

If approved, the City must agree to be responsible for routine
maintenance, insurance and operation of the pier.

For your information, the following items are attached:

1)
2)
3)

DNR letter of August 7, 1989.
Past city Council Resolution supporting CORE application.
CORE application of March 15, 1989.

Observations:

This is the type of program that we are looking at working with to
stretch available park dollars.

An amendment to the budget request for $6,000 was made this year
for this particular item. No dollars were appropriated, however,
for the 1990 budget.

This may be an opportunity for the City to match local
contributions to come up with a local cost share to enhance the
possibility of receiving a pier.
