Counciimember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #89.12- <br /> <br />RESOLUTION AUTHORIZING SUBMITTAL OF APPLICATION TO <br />METROPOLITAN LANDFILL ABATEMENT FUND DEMONSTRATION <br />PROJECT GRANT FOR THE SECOND YEAR OF THE CITY OF RAMSEY <br />DECENTRALIZED BRUSH CHIPPING DEMONSTRATION PROGRAM. <br /> <br /> WHEREAS, Minnesota Statutes, Section 473.844 of the Minnesota Waste <br />Management Act authorizes Metropolitan council to make grants for landfill abatement activities; <br />and <br /> <br /> WHEREAS, funding for Metropolitan Council's programs comes from <br />Metropolitan Landfill Abatement Fund, which is generated from receipt of 25 cents per cubic yard <br />of solid waste accepted and disposed of at Municipal Solid Waste Landfills in the metropolitan <br />area; and <br /> <br /> WHEREAS, Metropolitan Council's grant programs are available to assist the <br />region in meeting its goal of diverting 20% or more, of the solid waste currently generated from <br />being landfilled, using low-technology abatement approaches, by the year 1990; and <br /> <br /> WHEREAS, one of these programs is the DEMONSTRATION PROJECT <br />GRANTS, which are designed to establish working models of innovative approaches to landfill <br />abatement in the seven county Metropolitan Area; and <br /> <br /> WHEREAS; demonstration projects are exper/mental in nature and are intended <br />to test new methods of institutional relationships that, if successful, can be replicated through-out <br />the region; and <br /> <br /> WHEREAS, State Statutes will prohibit d/sposal of prunings (woody wastes) in <br />landfills by July 1, 1990, and; <br /> <br /> WHEREAS, the City of Ramsey participated in the Metropolitan LandfilI <br />Abatement Fund Demonstration Project Grant for the City of Ramsey Decentralized Brush <br />Chipping Demonstration Program. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) That the City Council hereby authorizes the submittal of an application to the <br />Metropolitan Landfi. ll Abatement Fund Demonstration Project Grant for the second year of the City <br />of Ramsey Decentralized Brush Ckipping Demonstration Program. <br /> <br />Motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember and upon vote being taken thereon, the following voted in favor of: <br /> <br />and the following voted against the same: <br />and the following absta/ned: <br />and the following were absent: <br /> <br /> <br />
