6)
7)

9)

Draft amendment to Comprehensive Plan.
Draft Summary Ordinance.
Draft ordinance revisions of Chapter 170.0 implementing
"4 in 40" zoning.
Map of Zoning Districts.
Summary of Subdivision Activity and Development Map.

OBSERVATIONS:

We have enclosed item "9" indicating subdivision activity.
A significant portion of this has occurred as a result of the
discussion over implementation of "4 in 40" zoning.

While MC staff appear to be receptive to possible revisions
of their 4 in 40 policy, no commitment has been made by them
that change will, in fact, occur. It is important to realize
that 4 in 40 may be in place for a considerable time.

- P&Z approved recommendation for approval of the amendments by
City council at the 11/21/89 meeting.

On a related issue, it was brought up that the City is limited
to 500 REC's from January 1, 1989 until the Anoka Wastewater
Treatment Plant is phased out. It is estimated that
approximately 50 REC's will be used in calendar year 1989.
Two businesses.representing 16 REC's connected in-1989, the
remainder were residential connections. It is anticipated
that at least four businesses will connect in 1990. The
council may wish to consider whether it desires to adopt a
policy which would assure that both residential and
commercial/industrial land uses have access to the limited
number of REC's.

Council should note that the amended comprehensive plan
policies do not require all roads to be paved within the rural
service area and the Urban Reserve Area. Both of these
districts have minimum lot sizes of 10 acres. The Council
should consider whether all roads within the City are to be
paved and if so make the appropriate revision prior to
adoption.

Metropolitan Council has also indicated that they would like
to see a distinction between I-1 uses allowed in the urban
area and RI uses in the rural ~re~. Council should consider
this at this time. However, changes in zoning may best be
made at the time performance zoning is discussed.

STAFF RECOMMENDATION:

Staff recommends to the Council that the proposed ordinance and
amendment to the comprehensive plan be adopted.
