Erosion and Flood Control Benefit <br /> <br />Subd. 2. <br /> <br />Trees aid in the stabilization of soil by the preservation of erosion and <br />sedimentation; reduce storm water runoff and the costs associated therewith <br />and aid in the replenishment of groundwater supplies. <br /> <br />Intent <br /> <br />aJ <br /> <br />be <br /> <br />Findings <br /> <br />The council desires to protect the integrity of the environment through <br />natural vegetation and topology and finds that trees do so by providing for <br />improved air quality, scenic beauty, protection against wind and water <br />erosion and natural insulation for energy preservation. Further, the council <br />finds that trees enhance the privacy and property values. Therefore, it is <br />purpose of this Section to provide regulations relating to the removal of trees <br />to promote the orderly development of such areas and thereby minimize <br />public and private losses. <br /> <br />The city of Ramsey hereby finds and determines that in order to protect <br />existing neighborhoods, promote good design in new areas, and provide for <br />sensitive and compatible infil! development in existing commercial areas a <br />tree preservation ordinance shall be ratified. <br /> <br />Whereas, the City of Ramsey has consistently been named a Tree City USA <br />and will continue to seek such recognition and take all reasonable steps to <br />promote planting and conservation of trees throughout the City. <br /> <br />Short Title <br /> <br />The short title of this ordinance shall be the "Tree Ordinance" and this <br />chapter shall hereafter be cited if referred to for the purposes f amendment of <br />otherwise by said title. <br /> <br />Tree Preservation Intent <br /> <br />The purpose of this ordinance is to preserve and protect significant trees or <br />stands of trees whose loss due to land disturbances would affect the <br />character of neighborhoods, subdivisions, public or semi-public projects, <br /> <br />Establish and maintain appropriate diversity in the tree species and age <br />classes to provide a stable and sustainable community forest. <br /> <br />Tree Preservation Plan Specifications <br /> <br />The City Council may require the clustering and location of dwellings to <br />preserve significant trees during the plat approval process. <br /> <br />Page 2 of 24 <br /> <br /> <br />
