Absent: Chaimmn Z~mmennan, Commissioners Anciria Hillebregt - 16926 Bison Street N.W. - Stated that she would not like to see Bison constructed as a through street to access Trott Brook Ridge; a through street is not necessary and it would destro>' the character of the area. Commissioner Hendriksen indicated that anytime there is a situation of the road o~ easement abutting a property line, which is the case with Bison. it is typically an indication that the road was intended to be a through street at some point in the future to provide access to the next developing parcel. A1 Shallbetter - 16970 Bison Street N.W. - Stated that he doesn't think the Cit.,,' properly notified people in the area about the proposed plat and punic hearing; he and a majority of the residences on Bison did not receive notification of the public hearing and several homes on Zeolite Sweet that are not affected by the plat did. The City recenth, considered paving Bison from I71st to Crv. Road #63; that and the portion of l~ison being discussed at this time should be paved all' at once. Al inquired as to who initiated the petition to pave Bison. Mr. Banwan stated that petitions are initiated by the affected property owners. Al Shallbetter - Requested an explanation of the proposed trail system. ]'vh'. B~wan stated that the standard the CiLv is p ,~suing with respect to trails is a 75 foot wide con'idor, but in this case wider than 75 feet because of Tron Brook. The trail would consist of a 8 foot wide bituminous path and an additional undeveloped type of path for horseback riding. The trail itself has to be located on usable ground. Regarding notification of public hearing, the State Statute requires the Cit.',, notify ail prop..erties within 350 feet of fne boundaries of the proposed project; if parcels immediately acuacent to the proposed project area are 350 feet deep or deeper, the parcels ly'~yond would most likely not receive notification. A1 Shallbener - Stated that he understands that Bison Street was misaligned on the north end and inquired as to who is responsible for the cost of realignment to it's correct position. 1~. Banwart reNied that the abutting prope.'-5.' owners from 171st to Ct,,,. Rd. #63 are responsible for the realignment of Bison A1 Shallbener - Inquired as to why it wouldn't be easier to g'randfather Bison Street into it's current position. Dee A. nderley - 16917 Bison Street N.W. - Stated that she has lived in the area for 22 years ~.nd she is opposed and sees no point to extending Bison as a through street as there are several other accesses ~at could be used bv the develoCer of Troa Brook Ridge.
