PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Rarnsey Planning and Zoning Commission conducted a public hearing on Tuesday, <br />December 5, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota regarding Mr. Gerald Bauer's request to rezone the proposed plat of <br />Trott Brook Ponds Addition from R-1 Rural Residential to a Planned Unit Development <br />(P.U.D.). <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Ben Deemer <br />Mr. Terry Hendriksen <br />Mr. Roy Shumway <br />Mr. David Bawden <br />Mr. Charles LaDue <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwan <br /> <br />CALL TO ORDER <br /> <br />ChaL,'-n,an Zimm:."man cJled the public hea.,4ng to order at 7:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Bev Semanko - 6311 169th Lane - Requested clarification of a Planned Unit Development <br />(PUD). <br /> <br />Chairman Zimmerman explained that under a PUD, the developer has the ability to reduce <br />individual lot sizes in turn for increasing open spaces; to plat a PUD requires a rezordng. <br /> <br />Bev Semanko - Stated she is opposed to reduced lot sizes. <br /> <br />Chairman Zimmerman stated that even though some of the lots would be only 1.1 acres in <br />size, the total overall density, of the parcel would remain at one unit per 2.5 a=es. <br /> <br />Bev Semanko - Stated she is opposed to the PUD because the lots adjacent to this proposed <br />plat are .larger than 1 acre and she hopes the Commission takes the public comments into <br />consideration. Bev stated that ff the City makes a rule for 4 in 40 density zoning, it should <br />be adhered to. Bev stated that people in her neighborhood have larger lots that the), work <br />hard to keep nice and residents on the smaller lots in the proposed Trott Brook Ponds may <br />or may not maintain theL'- yards as well. Bev also noted that there are already &-ainage <br />problems in the area and the City should investigate thoroughly whether the added density <br />will result in failing septic systems in the area.
