ORDINANC~ NO. 89- CITY OF P~%MSEY ANOKA COUNTY, ~INNESOTA AN ORDINANCE AMENDING CHAPTER 130.04 OF THE CITY CODE, WHICH CHAPTER REGULATES THE SALE AND CONSUMPTION OF NON-INTOXICATING MALT LIQUORS BY THE ADDITION OF REGULATIONS PROHIBITING CERTAIN SEXUAL CONDUCT AND NUDITY. The city of Ramsey ordains: SECTION 1. SECTION 130.048 ENTITLED ,,CONDITIONS OF LICENSE" SHALL BE AMENDED BY ADDITION OF THE FOLLOWING SECTION: 5. The following acts or conduct in establishments serving non-intoxicating malt liquor and licensed pursuant to this Ordinance within the City of Ramsey are deemed contrary to the public welfare and morals and therefore are prohibited: (a) To employ or use any person in the sale or service of any commodities or products in or upon any establishment serving alcoholic beverages within the City of Ramsey while such person is unclothed or in such attire, costume, or clothing as to expose to view any portion of the female breast below the top of the areola or any portion of the pubic hair, anus, cleft of the buttocks, or genitals. (b) To employ or use the services of any host or hostess while such host or hostess is unclothed or in such attire, costume, or clothing as described in the above paragraph. (c) To encourage or permit any person on the premises of any such establishment to touch, caress, or fondle the breasts, buttocks, anus, or genitals of any other person. (d) To permit any employee or person to wear or use any device or.covering exposed to view, which simulates the breast, genitals, anus, pubic hair, or any portion thereof. (e) To permit any employee or person to remain in or upon the premises who exposes to public view the post pubertal human male or female genitals, pubic area, or buttocks with less than a fully opaque covering, or the showing of a post-pubertal female breast with less than a fully opaque covering of any portion thereof below the top of the nipple, or the depiction of covered male genitals in a discernible turgid state.
