On November 6, 1989, the Ramsey Planning and Zoning Commission conducted the public <br />hearing for Trott Brook Ponds PUD and tabled this case until their special meeting s~zheduled <br />November 21, 1989. At the public heating, concerns were expressed, among other things, <br />regarding access to parcels around the north portion of the proposed PUD. <br /> <br />On November 21, 1989, the Ramsey Planning and Zoning Commission adjourned prior to <br />addressing this case; forwarded to November 28, 1989 special meeting agenda. <br /> <br />On November 28, 1989, there was no quorum of the Ramsey Planning and Zoning Commission <br />and the meeting was not called to order. <br /> <br />On December 4, 1989, the Ramsey Planning and Zoning Commission recommended preliminaD' <br />plat approval and P.U.D. concept approval of Trott Brook Ponds contingent upon compliance with <br />all items in the City Engineer s Review; review by the Park and Recreation Commission, and the <br />right to another review by the Planning and Zoning Commission prior to final plat approval. It <br />should oe noted that in part due to comments from the November 6, 1989 public hearing, the area <br />of the PUD concept was enlarged. <br /> <br />On December 14, 1989, the Ramsey Pm-k and Recreation Commission is to review the PUD in the <br />context of park dedication requirements. <br /> <br />In addition to the PUD concept review, the proposed Trott Brook Ponds PUD is being rezoned. <br />Refer to rezoning case materials for the Trott Brook Ponds PUD. <br /> <br />Recommendation: <br /> <br />Staff recommends preliminary concept approval of Trott Brook Ponds P.U.D. as per the City <br />Landscape Architect's review dated November 29, 1989 and City Engineer's Review dated <br />December I2, 1989. lZurthermore due to the enlargement of the PUD, staff recommends that an <br />additional public hearing be conducted in order to allow those who would be affected by the <br />enlarged PUD be given an opportunity to have input. Also due to the enlargement of the PUD, <br />which now excesses 50 unsewered residential lots, an Environmental Assessment Worksheet or <br />Alternative Urban Areawide Review (AUAR) is required. <br /> <br />Council Action: <br /> <br />Motion to approve/not approve the preliminary concept of Trott Brook Ponds PUD as per the City <br />Landscape Architect's Review dated November 29, 1989 and Engineer's Review dated December <br />12, 1989, returning the PUD to Planning and Zoning for an additional public hearing, review, and <br />recommendation, and directing staff to be~n the appropriate Environmental Reviews. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney X <br />City Engineer .
