ALTEREATI'¢E ALI
By: Merland

Background:

On january 24, 1989 the City Council directed staff to prepare
appropriate ordinance amendments and comprehensive plan amendments
to assure the right-of-way for developing the Mississippi River
Corridor Trail. Since that time, we have prepared a map, met wi~h
review agencies, prepared a draft ordinance, and discussed the plan
at bo~h P&Z co~missicns as %{el! as at the Council.

The trail map and draft ordinance was submitted for agency review
in -~e~.ua.y.~- - In March, we received review letters from the
Metropolitan Council and Anoka County. The consensus the review
of agencies regarding the alignment and standards of width for the
..al. Corridor was that the proposal
proposed Mississippi River ~- '~
meets Regional and County needs. Specific concerns were raised
egarding the ~--~ =
r c .... dot route through undeveloped !and west c
Alpaca Estate= ............. In general, Metropolitan Council concurred with
A_noka County's assessment of preferred trail corridor alignment.

Subsequent revisions were made and presented to Parks and P&Z and
to the City Council. Per our latest discussion at the November 14,
1989 meeting we revised the trail plan to show a northern limit for
alternative a!ignmenUs through the area west of Alpaca Estates.
We have requested co~ents from ~_noka County and MC on this latest
plan. Rom Cox of Anoka County Parks, stated that he had no problem
~ith such a concept. At this time, we have not yet received MC's
co~ents. We do, however, expect to receive nheir comments prior
to the Council meeting.

Enclosed for your info_-nation are:

!)

Draft ordinance for introduction
Revised
..a.l an
Letter re~aes~ing review cor~en~s
.r m MC and Anoka County
