METROPOLITAN COUNCIL

612 291-6359

December 6, 1989

Merland Otto
HakansonAnderson Associates, Inc.
222 Monroe St.
Anoka, Minnesota 55303

Re: Mississippi River corridor Trail Alignment

Dear Merland:

The Council staff has made a preliminary review of the proposed river trail
alignment in Ramsey and offers the following comments.

One, the city is to be commended for its efforts to meet one of the
important objectives of the Mississippi RiverCritical Area designation -..
the planning of a river trail. Two, the proposed alignment closest to the
river west of Alpaca Estates would be preferable and consistent with
Critical Area planning objectives. An alignment along the "alternate
northern limit" would be too far from the river and located outside the
Critical Area corridor boundary for much of the route.

Three, the proposed alignment upriver from the MnDot wayside park is also
located quite a distance from the river along TH 10. It is not clear why an
route closer to the river would not be feasible given the undeveloped
character of the area. Perhaps this issue can be clarified prior to the
submittal of the proposed trail alignment with the city's other amendments
to its Critical Area Plan to the Council and EQB for revie-~ and approval.

If there are any questions concerning these comments please call me, 291-
6410.

Yours truly,

Carl Schenk
Environmental Planner

cc: Rand Kluegel, Minnesota Environmental Quality Board Ron Cox, Anoka County Parks
Arne Stefferud, Metropolitan Council-Parks and Open Space staff
