Alon? streets which are main thoroughfares or designated in the county's thoroughfare plan, the minimum setback for all buildings and structures shall be one hundred ten feet from the centerline of the street or fifty feet from the right-of-way line, whichever is the greater setback, except ~here a sea-vice road exists, in which case there shall be a thirty five foot setback. The owners of a double frontage lot may elect to front the principal building on either.street which the lot abuts, provided that the principal entrance to the building shall open on the street so selected. In cases where one of the streets is a county or state street, the lot shall front on the other street. Where any such election is manifestly contra~ to the established character or welfare of the neighbor- hood, the pa,~-mit shall be referred to the Board of Appeals for approval or disapproval. Ail buildings hereafter constructed in the City shall be sited on their respective lots with respect to future resubdivision as provided in Chapter 170.03 regarding subdivisions, as if those future lot lines were recorded at the time the building pe.-mit application is made. For the purposes of this section, on-site sewer systems are not considered part of the building. Ail subsequent additions and out-buildings constructed after the erectlcn cf the original building cr outgoings sh~l! be constructed of materials comparable to those used in the original construction and shall be designed in a manner conforming to the original architectural design and general appearance. Buildings may be excluded from side and rear setback requirements if party walls are used and if the adjacent buildings are const_~ucted as an integral stl-ucture. Unless otherwise provided for in this chapter, no materials or e.quipment may be stored outside, except those directly related to the principal use or those being used for construction on the premises. Waste materials,'debris, refuse and garbage shall be kept in an enclosed building or properly contained in a closed container designed for such purposes. The o%~er of vacant land shall be responsible for keeping such land free of refuse. 170.015G ACCESSORY USES Every private ingmound swimming pool or commercial fishing pond shall be enclosed by a fence or wall not less than four feet high to prevent uncontrolled access by small children. The exterior storage of not more than one (1) automobile which does not have a current license plate shall be considered an accessory use, but two (2) or more shall constitute an auto salvage business and shall not be permitted as an accessory use.
