CASE #: <br /> <br />REQUEST FOR SKETCH PLAN APPROVAL OF ALPINE 'WOODS; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for sketch plan approval to create a total of 27 urban <br />single-family lots on six existing parcels generally located on Sunfish Lake Boulevard and 153r~l <br />Lane NW. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staff review letter dated November 25, 2003 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />recently adopted a policy requiring notification of a proposed subdivision be sent out to residents <br />within 350 feet of the subject property during sketch plan submittal. Staff attempted to notify <br />property owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to creme 27 urban single-family lots on six existing <br />parcels (Lot 1, Block 2 of High Point 2nd Addition along with five metes-and-bounds lots to the <br />south). There are a total of 6 existing homes on the subject property; 4 will remain after <br />development. As proposed, the plat will require a Comprehensive Plan Amendment to extend the <br />Metropolitan Urban Service Area to include the subject property. <br /> <br />All the proposed lots appear to meet urban single-family standards for lot width; size, and <br />frontage on a public road. There are substantial wetlands on the proposed plat that will need to be <br />delineated and encumbered with drainage and utility easements on the preliminary and final <br />plats. The proposed plat will be subject to density transition requirements located in City Code, <br />as well as the newly adopted Tree Preservation ordinance. <br /> <br />The proposed plat will gain access from 153~d Lane NW and Sunfish Lake Blvd. The Sunfish <br />Lake Blvd. access will line up with the new access being created-for the Alpine Acres <br />development on the east side of Sunfish Lake Blvd. The proposal also provides for a future <br />connection to the remainder of High Point 2nd Addition to the north. Staff is requesting that the <br />applicant explore the possibility of providing a stub street to serve the lots in the southeastern <br />portion of the plat, should they develop in the future. The proPOsed cul-de-sac does not exceed <br />the 600-ft. length restriction. <br /> <br />The proposed plat will be reviewed for park dedication requirements by the Park Commission at <br />their December meeting. <br /> <br /> <br />
