Architectural standards may be applied to all types of residential <br />development, a certain type of residential development (such as multifamily), or through a voluntary <br />process. At its work session, the City Council directed the Housing Committee to consider <br />architectural standards for multi-family development. As they are written, the proposed standards <br />would apply to all development in the R-2 and R-3 Residential Zoning Districts. <br /> <br />Below are some of the benefits and drawbacks to implementing architectural standards: <br /> <br />Durability of design over time <br />Community input into design/development process <br />May mean smoother development approval process in the long run <br />Property value stability/appreciation <br />Join an increasing number of communities enforcing architectural standards <br /> <br />Drawbacks <br />· :. Higher hard costs <br /> · :. Materials <br />+ Higher soft costs <br /> · :- Cost to buyer <br /> · :' Potentially longer review time <br /> · :. Need for additional stafftime to review architectural plans <br />· :. How will standards be maintained over time? Should property owners be prohibited from <br /> changing features approved through site plan review? <br /> <br />The Housing Committee spent several months discussing the draf~ standards and reviewing code <br />from other cities. They are now ready for review and comment by the Planning Commission. <br /> <br />Staff would like the Planning Commission to specifically address one section of the proposed code, <br />under the General Standards section (which applies to all multiple-dwelling structures, not just <br />townhomes): <br /> <br />1. Building materials: is a 50% brick, stone, or stucco requirement workable, or is another percentage <br />more appropriate? <br />2. Rear-loading garages: how might 'major thoroughfares' be better defined? <br />3.
