ADMINISTRATOR'S GOALS MET
For the year of 19~

Conununity Relations:
Foster a sense of pride in the communiW by giving presentations to community groups on city
accomplishments.
,Several events have been scheduled over the past year where the opportunity has presented
itself to show Ramsey in o favorable light. In each case I have attempted to take full
advantage of the opportunity and in most cases set the stage for the elected officials to
"carry the torch of community pride".

Recognize the needs of individuals by visiting with citizens and citizen groups about
coil c e~l-i] $,
When the opportunity presents itself to talk with citizens about problems or needs I have
taken the time and usually receive very favorable feedback from those to whom I have
talked.

Respond promptly to complaints or requests by continuing to use the established complaint
recording system.
Our complaint system is working well and the public is being served. My role is that when
a complaint cannot be handled by someone else on the staff or the complaint is a repeat
problem, I will receive the complaint and attempt to intervene if necessary. This
procedure affords the public a type of appeals process before the need to contact the elected
officials. Over the past year we have had excellent support from Council members who
direct complaints that they might receive to the normal channels.

Help the Governing Body Work Effectively:
· Identify areas where policy direction is needed by organizing four major workshops per year
with policy makers to review policy needs.
The Council has dealt with such major topics as liquor licensing, development density,
tax increment financing, trail systems, budget, and transportation needs in special
meetings designed for in-depth review.

Coordinate meetings and committees to make the best use of time by continuing to offer
suggestions in ways to manage meetings and extend those suggestions to other Commission
chairs.
The agendas have been strttctttred in such a way as to provide for policy decisions to be
made at the first meeting of the month and more administrative functions taking place at
the second meeting of the month. Early starts of Council meetings have been used to make
the best use of Council member's time and accomplish the task of good decision making.
The consent agenda has been used effectively to handle non-controversial matters.

Support Council and Commissions with current information by improving on information
provided to Council and Commission by simplifying narratives and including a better
quality of analysis.
Considerable effort has been made to shorten and simplify reports, regardless of the
complexity of the issue. Nat once during the year did the Council fail to address all of the
items on its agenda. Most of the credit for this is due to the hard work of the Council but
some of the credit can be shared by those planning the agenda.

· Process citizen requests by providing timely information to Council members to respond to
those citizen requests.
